3. Submission Format
Bidders must submit their proposals in four separate sealed envelopes within a single outer envelope:
- FINANCIAL OFFER (Original): Wax-sealed envelope labeled ORIGINAL.
- FINANCIAL OFFER (Copy): Wax-sealed envelope labeled COPY.
- TECHNICAL OFFER: Separate wax-sealed envelope clearly labeled TECHNICAL OFFER.
- BID SECURITY (BID BOND): Separate envelope containing the CPO only.
The three inner envelopes (Financial Original, Financial Copy, and Technical) plus the Bid Security CPO must be sealed, signed, and stamped inside a sealed, signed, and stamped outer envelope addressed to the Ethiopian Red Cross Society Somali Regional Branch Office.
4. Bid Security and Compliance
- Bid Security Amount: 2% of the bid offer, submitted as a CPO ONLY.
- CPO Validity: The CPO must be valid for 28 days after the bid validity period.
- Compliance: Bidders must read the bidding document thoroughly and fill only the given original BoQ sheets (Bill of Quantities). Failure to comply with the stipulated conditions will result in automatic rejection.
