CST Ethiopia is seeking to establish a service contract agreement with a qualified and registered Travel Management Companies to deliver comprehensive domestic flight ticketing and travel management services for its staff, and visitors.

This is an Invitation for Bid (IFB) from CST Ethiopia seeking a qualified and registered Travel Management Company (TMC) to provide comprehensive domestic flight ticketing and travel management services.

📌 Background

 

CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire). They operate an integrated country program focusing on humanitarian response, women empowerment, protection, livelihoods, and resilience, with offices in Addis Ababa and Mekelle, Tigray.

💼 Scope of Work (Required Services)

 

The successful provider will enter into a service contract agreement for comprehensive travel management, focusing on:

  • Comprehensive Ticketing: Facilitating booking and issuance of local flight air tickets for individuals and groups, including seat selection.

  • Booking Channels: Offering both offline support (phone, email, in-person) and, optionally, a self-booking tool.

  • Account Management: Assigning a dedicated account manager.

  • Support: Providing 24/7 customer support for changes, cancellations, and emergencies.

  • Financial Terms: Offering flexible payment options and accurate, timely invoicing.

  • Reporting: Delivering regular, detailed reports on ticket usage and expenditure for reconciliation.

  • Value-Added Services: Offering negotiated fare discounts, travel insurance, and support for airline loyalty schemes.

✅ Essential Requirements for Service Providers

 

Bidders must meet the following mandatory criteria:

Requirement Category Specific Criteria
Legal Compliance Must be legally registered in Ethiopia with all necessary permits and renewed licenses. Must submit complete, up-to-date legal documentation (Company Registration, VAT, TIN tax certificates).
Experience Must have maintained an operational office and provided air ticketing services in Ethiopia for a minimum of five (5) years.
Financial Capability Must provide evidence of sound financial standing (e.g., audited financial statements for the past 3-5 years) and be capable of offering credit facilities to corporate clients.
Professional Competence Must provide proof of membership with recognized travel industry associations (e.g., IATA, Ethiopian Travel Agents Association).
Staff Qualifications Key staff must possess relevant qualifications and experience in travel management, ticketing, and quality customer service.
