๐Ÿ“‹ Essential Consultant Requirements

 

Consultants or firms must demonstrate strong expertise and experience, including:

  • Senior-Level Experience: Minimum 5 years in the design, implementation, and management of large-scale, multi-sectoral project evaluations for international donors.

  • Thematic Expertise: Strong experience in evaluating projects related to peacebuilding, conflict prevention, and market-based livelihood interventions.

  • Methodology: Proven skills in both qualitative and quantitative data collection and analysis (surveys, FGDs, KIIs).

  • Language Skills: Excellent English report writing skills and the ability to communicate (spoken and written) in Tigrigna and English.

  • Ethics: Commitment to safeguarding, accountability, and ethical data collection protocols.


๐Ÿ“ Bid Submission Details

 

1. Proposal Format

 

Bids must comprise Technical and Financial Proposals submitted in separate sealed and stamped envelopes. All proposals must be prepared in the English language.

2. Technical Proposal Components

 

The Technical Proposal must include:

  • Cover Letter (max. one page) explaining suitability and commitment to safeguarding.

  • Consultant/Firm Profile, CVs of proposed team members.

  • Copies of a renewed business license, VAT certificate, and TIN.

  • A detailed proposed methodology, work plan, and quality assurance plan (max. 4 pages).

  • Details of three relevant referees from contracts undertaken in the last three years.

  • A sample of a relevant evaluation report where the consultant was the main author.

3. Submission Deadline and Location

 

Deadline Ten (10) working days from the date of this advertisement, before or at 5:00 PM.
