3. Eligibility & Bid Requirements
Bidders must submit the following documents within their technical envelope:

Legal Documents: Valid and renewed Trade License, VAT Registration, TIN Certificate, and Tax Clearance Certificate.

Bid Security: A bid bond of ETB 300,000.00 (or equivalent in USD) is mandatory.

Foreign Bidders: Must have a designated local representative in Ethiopia.

Compliance: Failure to fulfill any of the specified requirements will lead to immediate disqualification.
