Duration: Maximum 730 Calendar Days.
1. Contractor Eligibility
Bidders must meet the following mandatory legal and professional criteria:

Category: GC-4 / BC-3 and above.

Licensing: Valid for the year 2018 E.C.

Certifications: VAT Registration and Construction Work Service certificate from a concerned organization.

Experience: Must provide certificates of satisfactory execution of previous contracts of similar size/type.
2. Technical & Financial Requirements
The evaluation follows a two-stage process:

Technical Qualification: Bidders must score a minimum of 70% to move forward. If this score is not met, the financial bid will be returned unopened.

Financial Evaluation: Based on the Least Bidder (lowest price) among those who passed the technical stage.

Pricing: Must be submitted based on free market prices.

4. Mandatory “Job Creation” Directive
Bidders must comply with Directive No. 27/2009 E.C. regarding Small and Micro Enterprises (SMEs).
Note: You must provide a legal confirmation letter from your firm pledging to create job opportunities for organized youth through sub-contracts or material supply. Failure to include this letter results in automatic rejection.
