CONSULTANCY: PARTNERSHIP EQUITY SCORECARD (PES)

Project: Local SPACE Project (Localization & Partnership Equity).
Role: Professional, neutral facilitation for piloting a diagnostic tool.
1. Core Objectives of the Assignment
The consultant will facilitate a 6-hour “Equity Workshop” to help international and local partners use the PES tool. The goal is to:

Compare Perceptions: Identify gaps between how international vs. local partners view their relationship.

Analyze Power Dynamics: Dig into why inequities exist.

Create an EIP: Develop a SMART, time-bound Equity Improvement Plan.

3. Required Consultant Profile
This is not a general consultancy; CST is looking for an expert in Power-Shifting Methodologies.

Experience: 7–10 years in multi-stakeholder facilitation (Humanitarian/Development sector).

Education: Advanced degree in Social Sciences, Organizational Development, or Conflict Resolution.

Specialized Skills: Expertise in Partnership Brokering and managing sensitive power dynamics between INGOs and local NGOs.
4. Application Instructions
Proposals must be submitted in person at the CST Ethiopia office.

Submission Format: Separate, sealed, and stamped envelopes for Technical (70%) and Financial (30%).

Documentation: Renewed business license, TIN, and VAT (if applicable).

Location: Kirkos Sub-city, Woreda 3 (Meskel Flower), in front of St. Yared Church.
5. Estimated Timeline of Work
The total duration for the assignment is 7 working days, broken down as follows:

Prep (2-3 days): Document review and gap analysis of pre-submitted scores.

Execution (1 day): Facilitating the 6-hour structured workshop in Addis Ababa.

Reporting (3-4 days): Drafting the EIP and final reflections/recommendations.
Strategic Insight for Bidders:

Neutrality is Key: In your methodology, emphasize how you will maintain a “Safe Space.” Local partners often feel hesitant to criticize their donors/partners. Your proposal should explain your techniques for extracting honest feedback without damaging the relationship.

Safeguarding: Trócaire/CST is very strict about safeguarding. Ensure you mention your commitment to their Global Code of Conduct in your technical proposal.
