PHE-EC (EU-funded PPaT Project)

Focus: Supply of high-quality breeding goats for women enterprise groups in Afar, Oromia, and Somali Regions.


1. Project Scope & Delivery Sites

The project requires 600 Female Breeding Goats to be delivered in two phases to the following specific locations:

  • Afar Region: Amibara Woreda, Dre’ab Kebele.

  • Oromia Region: Gumibordede Woreda, Aneno Kebele.

  • Somali Region: Afdem Woreda, Ruki Kebele.


2. Mandatory Technical & Legal Requirements

PHE-EC has set strict quality controls that will be verified by livestock experts:

  • Technical Specs: Goats must meet specific age, breed capability, health, and vaccination standards (details in the TOR).

  • Experience: You must provide three work certificates or support letters from Regional Livestock Bureaus or International NGOs specifically for “milking goats.”

  • Licensing: Valid business/trade license specifically in livestock supply.

4. Financial Requirements & Fees

  • Document Fee: ETB 500.00 (Non-refundable).

  • Bid Security (CPO/Bank Guarantee): ETB 250,000.00 (Must be valid for at least 3 months and addressed to PHE-EC).


5. Collection & Submission Locations

Interested bidders can obtain documents and submit bids at either of the following offices:

  • Addis Ababa Office: Kazadis Building, around St. Urael Square.

  • Mieso Field Office: During standard working hours.

Submission Format: Three separate sealed envelopes: 1) Technical Proposal, 2) Financial Proposal, and 3) Bid Security. All must be placed in the designated bid box.


6. Strategic Insight for Livestock Suppliers

  • Health Verification: Since delivery is in two phases, ensure your source for goats has a reliable veterinary clearance. PHE-EC experts will check every single animal; one sick goat can lead to the rejection of the entire lot.

  • Logistics: Mieso and the surrounding woredas are hot and dry. In your Technical Proposal, describe your transportation plan—how you will ensure the goats have enough water and space during transit to avoid stress or mortality.

  • Regional Context: Since you are delivering to three different regions (Afar, Oromia, Somali), ensure your team is familiar with the local pastoral contexts and languages to facilitate smooth handovers.
