Scope: Final Evaluation & Documentation of Lessons Learned and Last-Mile Challenges.


1. Project Context

The ARISE program has been active for the past two years in three regional states. Orbis is looking for a firm that can analyze:

  • Program Impact: Success in trachoma elimination and health system strengthening.

  • Last-Mile Challenges: Obstacles faced in reaching the most vulnerable populations.

  • Knowledge Management: Capturing “Lessons Learned” to inform future eye-health interventions in Ethiopia.

3. Document Access & Fees

  • Non-refundable Fee: ETB 300.00.

  • Payment: Deposit into Orbis Ethiopia’s United Bank Account: #1131810577203010.

  • Process: Present your bank deposit slip and a copy of a valid trade license at the Head Office to collect the bid documents.


4. Submission Requirements

  • Format: Offers must include all required legal documents in a sealed envelope.

  • Bid Security: A bid security (CPO or Bank Guarantee) is required (amount specified in the bid document).

  • Location: Orbis Head Office, Rebecca Building, 3rd Floor (Haile Gebreselassie Avenue).


5. Strategic Insight for Consultants

  • Focus on “Last-Mile”: Orbis isn’t just looking for a standard evaluation. Highlight your firm’s experience in Qualitative Research and Ethnographic Studies. Being able to tell the “story” of the challenges in Sidama and Southwest Ethiopia is as important as the quantitative data.

  • Regional Nuance: The implementation areas are diverse. Mentioning your team’s familiarity with the local languages or health systems in Sidama and Southwest Ethiopia will give you a technical advantage.

  • Eye-Health Expertise: While you don’t need to be ophthalmologists, having a public health specialist on your team who understands the WHO Trachoma Elimination Framework (SAFE strategy) is highly recommended.
