3. Mandatory Eligibility and Submission Requirements
A. Mandatory Eligibility Criteria
The firm must meet the following criteria:
- ✅ Be chartered certified accountants authorized to audit Public Interest Entities by the Accounting and Auditing Board of Ethiopia (AABE).
- ✅ Be free from non-qualifications stated under Article 28(2) of Proclamation No. 746/2012.
- ✅ Present a renewed business license, TIN, VAT registration certificate, and other relevant legal documents.
- ✅ Demonstrate proven experience in external auditing, preferably with organizations of similar size and nature (i.e., insurance companies).
B. Submission Instructions
- Technical and Financial Proposals must be submitted in separate sealed envelopes, clearly marked as such.
- Both proposals, along with the separate CPO, must be placed in a larger sealed envelope marked “Bid for External Audit Services.”
