DMC Construction PLC hereby invites eligible Subcontractors to submit sealed bids for the Construction of Minor and Major Drainage Structure Works of the project.

1. General Project Information

• Main Contractor: DMC Construction PLC

• Employer: Ethiopian Roads Administration (ERA)

Scope of Works

The subcontractor is responsible for drainage and structural works, including:

• Excavation and backfilling.

• Concrete pipe culverts and paved drains/ditches.

• Stone pitching, masonry works, and retaining walls.

2. Required Resources (Supply Responsibility)

The bidder is responsible for providing all necessary components:

• Machinery: Excavator, Loader, Roller, Dump Trucks, Mixers, and Vibrators.

• Materials: Cement, reinforcement bars, Fuel, Stone, Aggregates, eucalyptus, nails, and plywood.

• Manpower: All labor required for the subcontract works.

3. Qualification Requirements

Legal & Administrative

• Renewed License: Trading license for 2017 E.C.

• Certificates: VAT and TIN registration; PPPAA supplier registration.

• Tax Clearance: Valid for at least 28 days after bid submission.

• Registration: Ministry of Works and Urban Development (MWUD) category GC-5/RC-5/BC-4 or above (renewed for 2017 E.C.).

Technical & Financial Capacity

• Annual Turnover (ACT): At least ETB 18 Million (peak year in last 5 years).

• General Experience: Minimum 5 years in construction contracts.

• Specific Experience: Minimum 2 years in Drainage and Structural works.

The bidding follows National Competitive Bidding (NCB) protocols:

1. Two-Envelope System:

   • Envelope 1: Technical Qualification Application & Bid Security.

   • Envelope 2: Financial Bid.

2. Sealing: Place both envelopes inside one larger outer envelope.

3. Copies: Submit one (1) original and two (2) copies.

4. Evaluation: Technical qualification is evaluated first; financial offers are only opened for those who pass the technical stage.
