🤝 Selam Children’s Village (SCV): Consultancy Bid (Organizational Redesign)

📌 Scope of Work

SCV is seeking a consulting firm to conduct a comprehensive review, development, and preparation of the following:

1. Revised Organizational Structure and Functional Review.
2. Job Evaluation and Grading system.
3. Compensation and Benefits Scheme (Framework).
4. Updated Organizational Manuals, including:
   • Human Resource Management (HRM) Manual.
   • Financial Manual.
   • Procurement and Property Administration Manual.

✅ Required Qualifications and Experience

The selected consulting firm and its team must demonstrate the following:

• Legal Status: Must be a legally registered entity and provide copies of:
  • Renewed Business License.
  • TIN & VAT Registration Certificate.
  • Other relevant professional certifications.
• Team Leader Qualification: Minimum of a Master’s Degree (MBA or MA/MSc) in Organizational Development, Management, Human Resource Management, Finance, or related fields.
• Experience: At least eight (8) years of relevant professional experience in similar organizational and management system development assignments.
• Proven Track Record in: Organizational structure design, HRM/financial/procurement system development, Job evaluation, salary/benefit scheme design, and policy/manual preparation (particularly for non-profit organizations).
• Contextual Knowledge: Understanding of Ethiopian labor law, procurement regulations, and non-profit sector compliance frameworks.

1. Purchase ToR: Obtain the detailed Terms of Reference (ToR) for a non-refundable fee of 300 ETB from the SCV office.
2. Submission Format: Applicants must submit their proposals in person in two separate, sealed envelopes:
   • One labeled “Technical Proposal”.
   • One labeled “Financial Proposal”.
