๐Ÿ“Œ Evaluation Purpose and Scope

 

  • Project Focus: Orphan and Vulnerable Children (OVC) Protection Project in Selected Kebeles of Dire Dawa City.
  • Evaluation Objective: To assess the project’s overall performance, including its relevance, efficiency, effectiveness, impact, and sustainability.
  • Goal: Capture key lessons learned, best practices, and provide recommendations for future child protection and empowerment programs.
  • Timeline: The evaluation is expected to be completed within 45 working days following the contract signing.

 

๐Ÿ”‘ Key Tasks and Deliverables

 

The consultant is responsible for:

  • Desk review of project documents and monitoring data.
  • Field visits and data collection (surveys, interviews, FGDs).
  • Presentation of preliminary findings to FSCE.
  • Submission of inception, draft, and final evaluation reports.
  • Participation in a validation workshop.

 

โœ… Desired Consultant Qualifications

 

Interested individual consultants or firms must demonstrate:

  • Education: Advanced degree (MA or above) in Social Sciences, Economics, or related fields.
  • Experience: Proven experience in child protection, trafficking, and vulnerability-related evaluations.
  • Methodology: Strong skills in both qualitative and quantitative research methodologies.
  • Previous Work: Experience in similar consultancy assignments (at least three samples required).
  • Skills: Excellent analytical, facilitation, and reporting abilities.

I. Document Requirements

 

  1. Expression of Interest (EOI): Outlining the consultant’s understanding of the ToR, proposed methodology, and work schedule.
  2. Detailed Financial Proposal (Budget).
  3. Curriculum Vitae (CVs) of all team members.
  4. Sample of a recent evaluation report (within the past 24 months).
  5. Renewed license and TIN Certificate (for firms/individuals).
  6. Two professional references.

 

II. Submission Logistics

 

  • ToR Purchase: ToR can be purchased from FSCE Head Office for a non-refundable fee of ETB 500.00.
  • Submission Format: Applicants should submit their technical and financial proposals in a sealed envelope.
  • Submission Deadline: Within 10 working days of this announcement. (Since the current date is November 10, 2025, the submission deadline is likely November 21, 2025).
