📜 Mandatory Evaluation Criteria
Contractors must submit their company profile and financial offer, which will be strictly evaluated based on the following:
1. Essential Criteria (Legal Documents)

Valid Trade Registration Certificate

Valid Business License
-
Tax Identification Number (TIN) certificate

Value Added Tax (VAT) Certificate

Tax Clearance
2. Capability Criteria (Technical)
-
Valid GC-7 License and above (General Contractor Grade 7 or higher).

Firms’ experience as a primary contractor for the past four years.

Proposed key personnel must meet GC-6 and BC-6 requirements.

Cumulative volume of work for the past 3 years is at least 3,000,000 ETB and above.

Experience as a primary contractor in emergency response projects is considered advantageous.

Preference is given to bidders who know the local operation areas and context.
3. Financial Criteria

Financial proposal shall be offered based on the BOQs, indicating the validity period.

Bid Bond: 5% of the financial offer shall be presented.
