📌 Background
CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire). They operate an integrated country program focusing on humanitarian response, women empowerment, protection, livelihoods, and resilience, with offices in Addis Ababa and Mekelle, Tigray.
💼 Scope of Work (Required Services)
The successful provider will enter into a service contract agreement for comprehensive travel management, focusing on:

Comprehensive Ticketing: Facilitating booking and issuance of local flight air tickets for individuals and groups, including seat selection.

Booking Channels: Offering both offline support (phone, email, in-person) and, optionally, a self-booking tool.

Account Management: Assigning a dedicated account manager.

Support: Providing 24/7 customer support for changes, cancellations, and emergencies.

Financial Terms: Offering flexible payment options and accurate, timely invoicing.

Reporting: Delivering regular, detailed reports on ticket usage and expenditure for reconciliation.

Value-Added Services: Offering negotiated fare discounts, travel insurance, and support for airline loyalty schemes.
✅ Essential Requirements for Service Providers
Bidders must meet the following mandatory criteria:
