Eligibility and Submission Guidelines

 

Requirement Detail
Eligibility Documents Renewed Trade License (for 2017/2025), FMHACA approval (for relevant items), Copy of VAT certificate, Taxpayer Registration Certificate, and a valid Tax Clearance Certificate.
Bid Document Fee Non-refundable fee of Birr 300 (Three Hundred).
Document Collection Period Starting from October 15, 2025 (1st day of announcement) for 7 consecutive days.
Bid Submission Deadline (Closing) Tuesday, October 21, 2025, at 3:00 PM afternoon.
Bid Opening Time October 21, 2025, at 3:15 PM (Same day).
Bid Security (Bid Bond) Not less than 2% of the offered price. Must be CPO ONLY, valid for at least three months from the date of bid opening, and addressed to Fayyaa Integrated Development Organization.
Proposal Format Wax-sealed envelope containing two separate envelopes:
1. Financial Documents: Original and Copy (must contain CPO).
2. Technical Documents: Original and Copy (must contain all legal and eligibility documents).
Envelope Labeling Each envelope must be clearly marked “ORIGINAL” and “COPY”, stamped, and sealed. All documents are sealed within One Mother Envelope clearly marked with the bidder’s name, address, legal stamp, and reference number.
Delivery Requirement The winning bidder must deliver the items within four days after the bid close out.
Partial Bid Policy No partial bid per item is allowed (bidders cannot bid in partial quantity for a single item).
Disqualification Submission of forged documents or indication of financial offers in the qualification (Technical) document will result in rejection and reporting to the concerned body.
FIDO Right FIDO reserves the right to reject any or all bids in full or in partial.
