Description
MSF-OCA invites sealed bids from eligible Drilling Contractors Level 3 and above contractors holding valid and renewed Business License for Construction, as well as TIN and VAT Registration Certificates, for the execution of the aforementioned works.

3. Bid Security and Submission Instructions
A. Bid Security (Tender Security)
- Amount: 2% of the total bid amount.
- Form: CPO only.
- Addressed to: MEDECINS SANS FRONTIERS – HOLLAND.
- Non-submission of the bid security will lead to automatic rejection.
B. Envelope Submission Method (Four-Envelope System)
The sealed, signed, and stamped envelopes must be delivered in the following manner:
- First Envelope: Marked “Bid Security” (carrying the CPO).
- Second Envelope: Marked “Qualification Document” (carrying Original and Copies, labeled “Not to be opened with the Financial Document”).
- Third Envelope: Marked “Financial Offer” (carrying Original and Copies, labeled “Not to be opened with the Qualification Document”).
- Fourth Outer Envelope: Marked “Tender Offer” (carrying the above three sealed envelopes).
All envelopes must bear the Bid Ref. No. [MSFH/ET/WatSan/Con/002/2025] and the full address of the bidder. The Outer Envelope must also bear the statement: “DO NOT OPEN BEFORE [October 31 2025 at 10:00 AM]”.
4. Mandatory Requirements
A. Required Legal Documents (For Document Collection)
Bidders must submit copies of the following documents to collect the bidding documents:
- ✅ Taxpayer Registration Certificate (TIN)
- ✅ Renewed Trade License and Registration
- ✅ Valid Tax Clearance from Ethiopian Revenues & Customs Authority
- ✅ Renewed Certificate of Compliance
B. Key Personnel Requirements
